With reference to my Despatch No 6, of the 9th
of January last, of this Series, I bave the honour to en-
sloce, herewith, copy of a Note which I have addressed to
ur de la Barra, the Wexican Minister for Foreign Affairs,
asking him to corsider the matter of the claims of the
China Commercial Steamship Company against the Kexican Go-
Terment.
I am aware that in thus reopening this question
I have, to some extent, departed from the position which,
in accordance with your instructions, I had previously ta-
ken up in requesting that it should be submitted to arbi-
tration.
I think, however, that there are strong rea-
zona for doing so.
Thin Legation is just now on quite
exceptional terms with the foreign Minister and the "exican
Government. The former received asylum and protection at
